Q: Will this fit a 15in MacBook Pro with a protective sleeve around it (outside of sleeve is 16" wide)??

yes, it fit the 15.6 inch thick laptop , and the inside with the protective sleeve.

Q: Is the padded compartment removable? I need a bag for work files, not a computer.

No. There are three distinct sections inside this bag, plus one of the dividers is a zippered pocket the size of the bag. I really like this bag and it has held up well. The padded divider is not so thick that you couldn't use the bag for other purposes besides a laptop.

The bag could definitely hold a tablet and book. I like to read too! It would hold a laptop, tablet, and probably a couple books!
